The world at 1/3 sec

Photography is best known these days for its capacity to freeze action and capture a moment.  Sometimes the passage of time through a fleeting  moment is the subject. With the capacity of smart phones to do the recording , many now use video for these things.  Is it possible for a still photograph to accomplish this?

Here's my latest attempt, shot at 1/3 second with an image stabilized lens.
